Started in 1984, the Civil Aviation Training Centre (CATC) is the premier government aviation training institution owned and run by the Airport & Aviation Services (Sri Lanka) (private) Limited. Located down Kandawala Road, Ratmalana, opposite the beautiful Kothalawalalake, it can hardly be missed by anyone passing by.
Amidst the roar of aircrafts arriving and departing at the Colombo city airport close by, CATC provides specialized training to personnel engaged in airport and air navigation operations in Sri Lanka.At present the CATC conducts training in Air Traffic Control, Aeronautical Communications, Air Traffic Safety Electronics, Aeronautical Information Services, Airport Security, Airport Fire Services and Airport Management all of which belong to the forte of Airport & Aviation Services. It provides the company staff regular refresher training as well as career development training to enable them man the critical airport operations and air navigation services.
The entire faculty of the CATC comprise qualified and trained personnel drawn from the company’s operations who have years of experience in their trades. The faculty is also supplemented by visiting resource personnel from the universities, airlines and other key players in the industry. The Instructional Design Unit of the CATC has Course Developers trained and certified by the ICAO and is equipped with facilities to develop training courses that deploy modern delivery methods such as eLearning and blended learning. Having a panel of ICAO trained instructors possessing wide industry experience supportedbystate-of-the-art instructional delivery technology, the Civil Aviation Training Centre is nationally and internationally recognisedas a leading provider of standardised training in civil aviation. Hence, apart from the local trainees the number of international trainees who participate inits training programmes is growing, making CATC Sri Lanka an emerging regional aviation training institution.
CATC is a full member of the TRAINAIR PLUS programme of the International Civil Aviation Organisation (ICAO). TRAINAIR PLUS is a global cooperative network of aviation training institutions delivering high quality training and sharing products. Presently there are only 64 aviation training institutions worldwide that enjoy this full accreditation. 18 of those are in the Asia – Pacific Region and CATC Sri Lanka is proud to be one of them. TRAINAIR PLUS membershave to meet stringent requirements stipulated by the ICAO which covers instructional design, training delivery, training quality assurance, trainer quality assurance, record keeping and documentation. All members are thoroughly assessed initially by the ICAO and then reassessed once every 3 years. CATC Sri Lanka successfully underwent its secondreassessment in August last year, after which the ICAO extended the TRAINAIR PLUS full membership till December 2021.
CATC is the sole Approved Training Organisation (ATO) by the Civil Aviation Authority of Sri Lanka (CAASL) for conducting training courses for the grant of Air Traffic Controller Licence with the requisite ATC ratings issued by the Director General of Civil Aviation, Sri Lanka.The CATC is also an institution registered for the provision of tertiary and vocational education in the island. In 2011, the CATC opened its doors to the local sector by offering the first ever Diploma programme in Aviation Studies to be conducted in Sri Lanka by a state organization. This programme aimed at providing trained and qualified personnel for the junior and middle managerial positions in the local aviation industry and its allied industries, targets the large population of ‘A’ level qualified youngsters who are aspiring for avenues of tertiary education. The programme has now been conducted six times and the 7th intake has just beenadvertised. For application and more details, log on to www.airport.lk. Realizing the vast potential of the CATC as an effective aviation trainer, Airport & Aviation Services hadlaunched several projects for its further development. The country’s only 3D Air Traffic Control Tower and RADAR simulator is now available at CATC and projects are underway to upgrade the Navigational Aids training facilities and Aviation security training facilities.
The CATC also has a comprehensive information resource centre in civil aviationopen to general public which has a large assortment of reference material pertaining to various aspects of the aviation industry as well as general reading material. Any aviation enthusiast can get the annual membership and experience the best of aviation at the CATC.“We plan to provide training in trades connected with airport operations to Sri Lankans so that they can take up employment overseas” says Eng. Athula Seneviratne, the head of the CATC, explaining its institutional and national role. “As a TRAINAIR PLUS member we are entitled to deliver the courses developed by other members which are available in a library managed by the ICAO. At present there are over 120 courses in this growing library. We too have contributed 2 courses to it, the ‘Advanced Test & Measuring Techniques course’ and the ‘AIS/MAP Publication Specialist course’ both of which are in high demand.
We are in the process of contributing two more courses and those will be available in the TRAINAIR PLUS library within the first half of this year. Our vision is to become the most sought after aviation training institution in the region.”
By having its own training centre, the company makes a massive saving annually in its training budget while substantial revenue is also earned by the offering of training to external clients, the greater part of it being foreign exchange.
